Your team
You will be part of the Information Governance (IGO) Division. We are currently working on an Enterprise Information Management (EIM) strategy and laying the foundations of a Knowledge Management programme. This programme will introduce a holistic approach to managing the ECB’s information and knowledge assets. We are librarians, archivists and records managers and we work in close collaboration with information technology experts within the ECB to implement the policies, tools and solutions included in the EIM strategy.
The IGO Acquisitions team is a small and dynamic team entrusted with the centralised library budget and the end-to-end acquisition process. The team supports the Library Services team in offering information services to the ECB community. We are committed to meeting users’ information needs by selecting, evaluating and procuring relevant information resources at the best value for the ECB. We support and constantly work on improving the discovery, access and delivery of information resources.You will report to the Head of Knowledge Solutions Section and work closely with the team leader of the Library Services team, service librarians, publishers/vendors, procurement experts, lawyers and the Market Data team.

Your role

As Library Acquisitions Expert you will:

  • contribute to and coordinate the purchase and licensing of information resources in all formats, including print monographs and serials, e-books, e-journals and databases;
  • be responsible for setting priorities for the IGO Acquisition team and support the Head of Section in preparing the Library’s centralised budget and monitoring expenditures, annual procurement and budget plan;
  • monitor the budget consumption and usage statistics of library information resources, and report on trends and patterns;
  • coordinate daily tasks of the team, such as procurement, trials, processing, payment, and renewal and cancellation activities for all information resources, using the Alma integrated library system, the Bank’s enterprise resource planning and other relevant systems;
  • review and negotiate licence agreements with publishers/vendors to reach favourable pricing and licensing terms;
  • maintain awareness of emerging issues, trends, standards and technologies in the management of print and electronic resources and library management and discovery systems, and understand how these can impact resources and services at the ECB;
  • contribute to the development, implementation and documentation of operating procedures and effective workflows for the procurement of information resources;
  • monitor publisher and vendor correspondence for changes or additions to subscriptions or access policies of owned and leased electronic resources, and, in consultation with relevant colleagues, determine the best course of action.
